May 13, 2025
Roll Call & Establishing a Quorum
All board members present: Board Members included Hunter Harmon, Lisa Arrieta, Chris Beisler, Mike Rose, and Scott Kozimor. Owners note: The 7th Board member has not been appointed.
HOA Attorney, Julia Maddalenda, and RCAM Manager John Miller were also present.
Committee Reports
a. DRC / Architectural Review Transition
Discussion on transforming the DRC into a full Architectural Review Board (ARB) with professional third-party support.
Emphasis on transparent, resident-involved approvals for construction and modifications.
Enforcement and compliance tasks will shift to architectural consultants supported by RCAM.
b. Enhancement
The Enhancement Committee gave a status update on the kayak stands and AED ordering and installation. The kayak stands have been ordered. Owners note: As of today, the Kayak stands have arrived and been built. One is at the boat ramp, and the other will be at the Pavilion. They will be functional after they are anchored into the ground.
The Committee requested that speed limit signs be ordered for Preservation Drive, for installation near the boat ramp and mailbox stretch. This was previously submitted by the committee but no Board authorization was given. A high-end hose and hose reel were proposed to trial at the boat ramp. Both items were approved by the Board.
c. Firewise
No significant updates. Risk monitoring continues per previous assessments.
d. Social
Review of successful food truck event with Margaritaville; plans to reciprocate invitation.
July event canceled due to July 4th scheduling. Future social events contingent on pavilion completion.
Call for volunteers and vendor suggestions. If you would like to be involved with the social committee, please reach out to Charmaine Harmuth or Mary Warzecha.
e. Rebuild Committee
Pool rebuild progressing: leaks sealed, electrical systems nearing completion, fire inspection passed.
Plastering scheduled for Memorial Day week; fill to follow immediately. Equipment to be tested upon fill.
Estimated opening: no date given, pending inspection approvals.
Pavilion delayed slightly due to material availability and electrical changes required by county. Internet installed, final touches pending.
Landscape restoration and compliance signage in progress.

f. Transition Committee
Presentation uploaded in AppFolio.
Documents still pending: construction drawings, ARB files, and full 2024 audit, clarification on deed and usage for west-end storage lot, financial records from construction deposit accounts.
Documents received since last update: ongoing DEP permits regarding ecological management, tangible property information and bill of sales, letters of resignation from previous board members. Also received ~$38,000 from the construction deposit account.
Trademark concerns with “RiverCamps” name: St. Joe requires license agreement for use. The Board will discuss with the HOA attorney the pros/cons of this type of agreement. License draft includes insurance requirements, web access clauses, and indemnification.
Recommendation from HOA Attorney: Use “RiverCamps on Crooked Creek Community Association” in all formal references
90-day timeline to make requests expires at the end of May.
g. Litigation Committee
Lawsuit against former management firm progressing.
Appearances filed; process now moving into document production phase.
Call for volunteer to assist in documentation review and legal coordination.
Financial Report
April financial reports delayed; expected by end of May
Delinquency report has been shared to the Board; reminder letters, late fees, and lien process described.
Policy reiterated: voting rights and amenity access can be suspended after 90 days of delinquency.
A resident raised concerns regarding HOA due revenue loss due to the approval of lot combinations. A resident also pointed out that combining lots and holding a vote in the same meeting is a conflict, as someone could enter a meeting with 2+ votes and leave with only one. The Board responded that they were considering combination fees and a new policy.
Call for residents with accounting background to volunteer for oversight committee.
Management Report
E-voting participation strong: 86 enrolled.
25 boats/trailers registered; 69 missing documentation. Reminder emails going out.
Tow signs pending installation. Tow policy takes effect immediately after posting.
Pavilion internet installed via AT&T. Plan selection pending.
West End mailbox transitions continuing. East End changes expected in 30 days.
Pine straw spring refresh project to begin. Vendor bids pending. Installation to prioritize erosion-prone zones.
Old Business
a. Boat Basin Project
Restriping approved ($3,975); spaces to be marked and numbered.
4 New electrical outlets planned
Boat owners will be reassigned based on usage and registration. New stickers will be ordered and distributed to residents as the old stickers have faded. Direction regarding placement of stickers on the boat/trailer will be given so they can easily be viewed by the management company.
A resident requested that the scope of the electrical work project be sent for review, as the price estimated (~$8k) appeared inaccurate for the amount of work to be done.
A resident Noted the fire dangers of unsupervised extension cord usage and suggested they use outdoor, 12 gauge cords.
b. Tow Policy
Approved and posted. Towing to begin once signage installed and grace period ends.
Emphasized intent is not punitive but to encourage compliance and registration.
c. Architectural Review Board (ARB)
Currently, the Board continues to utilize Mary Joule and George Coon from St. Joe. The goal is to bring the ARB in-house as soon as possible.
New structure to include third-party firm for architectural review and compliance with community standards, with residents assisting with communication and RCAM conducting compliance inspections. The Board involvement should be minimal unless there is a compliance or fine issue.
Proposal includes fee updates: plan review, construction deposits, and new impact fee.
Residents encouraged to apply for committee roles. This is an ongoing process and is not yet in place.
d. West End Mailbox
Key exchanges nearly complete. East End transitions scheduled to follow.
Post office coordination ongoing to reroute and assign boxes to residents.
IX. New Business
a. Community Wide Security Camera System
Proposal from Flock Safety includes solar-powered plate reader cameras across entry points, street intersections, and boat basin.
New system would provide alerts for criminal activity to local law enforcement, monitor coming-and-going traffic, and log unauthorized access to the neighborhood in a similar way to the current cameras at the gates.
Estimated cost: $30,000/year; to replace current $21,000 trailer unit lease.
Board to circulate demo access and gather resident feedback.
Concerns were raised by residents regarding license plate scanning and the trade off of privacy for security. A resident asked if security footage could be requested by any resident as it is HOA information; Julia responded that it would be an official HOA record and residents could request camera footage or license plate footage on other residents. Julia provided further clarification that there are exceptions for personal information to be omitted from official records requests. A resident asked if the camera data could be sold to third-party companies; this will be looked into.
A decision was not made on the security camera proposal.
b. Enhancement Fee Increase & Allocation
Proposal to restore enhancement fee to 1% (from 0.5%) of deed transfer value; Additional 0.5% allocated directly to rebuild funding
Fee payable at time of home sale, and negotiable between buyer and seller
Legally allowed under governing documents for general community benefit
Potential uses include road resurfacing, amenity upgrades, and bridge maintenance.
A motion was made and unanimously approved to increase the enhancement fee on home and lot sales to 1%, with .5% going toward the enhancement fund and the other .5% going toward rebuild costs until the Board deems the project complete.
c. Board Vacancy - Next Steps
The Board has not filled the 7th seat. A discussion was held as to why, and residents questioned the Board’s ability to function on certain topics given the history of a 3/3 voting split. The board stated that they are attempting to work collaboratively on all issues. At this time, the vacancy will remain.
An owner commented that no formal call for residents to express their interest has been made. The Board stated that a formal call for residents to run is not needed, as the seat is a board-appointed seat.
d. Rebuild Project - Next Steps
A presentation was given by community member Charlie Warzecha.
Rebuild Resolution Passed: The Board formally adopted a resolution for a phased rebuild. The full text of the resolution is on AppFolio. Highlights include:
Phase 1 –
Foundation and Outfitter Building scope shall include:
The complete foundation work for the River House Complex.
The full vertical construction of the Outfitter Building, to restore access to the gym and storage facilities.
Funding for Phase 1 may be drawn from a combination of:
Available insurance proceeds,
A community special assessment,
A line of credit, and
Applicable enhancement fees.
To initiate Phase 1, the Board shall request a detailed cost proposal and draft construction contract for Phase 1 from the contractor, review and approve the scope and terms of such proposal prior to commencement.
The Board may impose a special assessment in an amount at or near $5,000 per lot for Phase 1.
While the final language and exact terms of the assessment are still being finalized, the following general framework is anticipated:
Initial payment within 90 days of Board approval of the final assessment resolution.
Payment options to include: A single full payment with a potential discount, a quarterly installment plan, and an annual payment option.
Phase 2: Phase 2 shall consist of the complete vertical construction of the River House building. The timeline for Phase 2 will be contingent upon progress in ongoing litigation related to the fire and subsequent damage, allowing for a potential resolution or settlement.
Board Commitment: The Board emphasized transparency, stating all contracts and financial decisions would be shared in advance. Community updates will be distributed via AppFolio and direct emails.
